Pope Leo XIV Urges Ethical Governance of AI in Letter to AI for Good Summit

Pope Leo XIV has called on global leaders, developers, and users of artificial intelligence (AI) to prioritize ethical responsibility and human dignity in a message delivered to participants at the AI for Good Summit in Geneva. The letter, read on his behalf by Cardinal Pietro Parolin, Secretary of State of the Vatican, highlights the moral and societal challenges posed by AI technologies and emphasizes the need for coordinated global governance.

The summit, organized by the International Telecommunication Union (ITU) in partnership with various United Nations agencies and co-hosted by the Swiss government, marks the 160th anniversary of the ITU’s founding. Addressing more than a thousand delegates from across the world, the papal message underscored the importance of guiding technological progress with ethical discernment.

“Humanity is at a crossroads,” the Pope wrote, “facing the immense potential generated by the digital revolution driven by Artificial Intelligence.” While recognizing AI’s capacity to transform sectors such as education, healthcare, governance, and communication, Pope Leo warned against reducing its development to purely technical or utilitarian goals.

He stressed that AI, despite its ability to simulate human reasoning and perform complex tasks, “cannot replicate moral discernment or the ability to form genuine relationships.” According to the message, this limitation necessitates a careful reflection on the anthropological and ethical implications of AI deployment.

The Pope urged the international community to establish ethical frameworks and regulations that uphold human rights and dignity. “AI requires proper ethical management and regulatory frameworks centered on the human person,” the message stated, adding that such frameworks must go beyond efficiency and utility.

Referring to the concept of tranquillitas ordinis—the tranquility of order—as described by Saint Augustine, the Pope called for AI to contribute to just, peaceful, and humane societies. He also encouraged global cooperation to ensure AI serves the common good rather than reinforcing inequality or exclusion.

Pope Leo XIV concluded by assuring participants of his prayers and support in their efforts to build ethical and inclusive AI systems. “Seek ethical clarity and establish a coordinated local and global governance of AI, based on the shared recognition of the inherent dignity and fundamental freedoms of the human person,” the letter urged.
